Dr. Volodymyr Venher, Dean of the Faculty of Law at the National University of Kyiv-Mohyla Academy and Associate Professor in the Department of Jurisprudence and Public Law, undertakes comprehensive research on the theoretical foundations and practical implementation of the rule of law and human rights standards in Ukraine. Dr. Venher acts as a Visiting Research Fellow of the Institute of European and Comparative Law, University of Oxford. His scholarly activity is directed towards developing and substantiating methodologies for applying effectiveness criteria to public authorities, with particular focus on the functioning of democratic institutions, the organization and conduct of elections, and judicial oversight in the protection of human rights. Dr. Venher’s research further concentrates on constitutional and legal questions relating to the implementation of the principle of the separation of powers and the limitation of discretionary authority as essential components of the rule of law. His recent studies and analytical works address the development of the legal system and democratic institutions under extraordinary conditions. The experience of the Ukrainian legal system during the ongoing full-scale war underscores acute challenges that threaten—and will continue to threaten—the advancement of the rule of law not only in Ukraine, but also across Europe and democratic states worldwide.
